Abstract
The publication reflects the current stage of development of science and higher education in Russia and the world, systemic and institutional changes and factors of “transitions” to new models of education, the specifics of implementing the goals and priority areas for the development of higher education in Russia in the context of new formational challenges. Scientists analyze the external and internal relationships between the institutions and values of education and the modern labor market. Methodological and practice-oriented approaches to studying the dynamics of scientific and educational processes and resources in a changing world were tested at the International Scientific and Practical Conference “Science and Higher Education in the XXI Century: Systemic and Institutional Changes” . The authors note the increasing role of the state and society in regulating processes in the field of science and higher education during periods of threats to national security, the need to construct spaces of new opportunities and determine vectors for the development of social institutions for the long and medium term, the development of new methodological foundations for studying the integration of scientific and educational spaces in Russia and the world.
