Temporary Residence Permit for Educational Purposes (РВПО [RVPO])

РВПО [RVPO] (Temporary Residence Permit for Students) allows foreign citizens to acquire the status of temporary residents in Russia during the period of studying on full-time Bachelor’s, Master’s or Postgraduate programmes at state educational or scientific organizations in Russia.

Why should you apply for RVPO?

  • A student who has received a RVPO can stay in Russia for the entire duration of their studies, and for another six months after graduation, during which they can apply for a residence permit without leaving Russia.
  • After registering at your place of residence, a student with RBPO doesn’t have to renew the registration after re-entering Russia (which does not exempt you from writing an application for departure at the ISU International Office!).
  • Visa renewal is not required. If a foreign citizen is a visa holder, they will be issued a multiple-entry visa for the duration of the RVPO.
  • The student receives a mandatory medical insurance policy from the Russian insurance company SOGAZ and has access to free medical care, except for high-tech medical services.
  • Proof of Russian language proficiency, knowledge of the history, and the basics of Russian legislation is not required.

 What you need to know about applying for RVPO:

  • The document should be ready within 38 days.
  • If a student has received a RVPO, they cannot stay outside the Russian Federation for more than 6 months in total during a calendar year (January 1 – December 31), otherwise the RVPO will be cancelled.
  • When switching from full-time to part-time education and upon expulsion, the RVPO is cancelled.
  • The RVPO is issued for the duration of the educational programme + 180 days after the graduation. A stamp confirming the RVPO is put in the passport.
  • The applicant must not have been subject to administrative liability within one year (any fines - late medical examination, violation of traffic rules, etc.);
  • Documents are submitted in person at the Passport and Visa Center (Dekabrskikh sobytii str., 117).
  • After gathering all the required documents, you can contact ISU International Office (Karl Marx , 1, office 304) to make an appointment at the Passport and Visa Center, or contact the Passport and Visa Center directly (Dekabrskikh sobytii str., 117).

 

List of required documents:

  • Application (2 copies);
  • Passport (valid for at least 3 months beyond the application date);
  • Photo 35x45 mm (2 pcs), black and white or color (matte);
  • Certificate of absence of criminal record, issued in the country of citizenship or at the embassy of your country (for citizens of the People’s Republic of China: 无犯罪证明,是要到户籍所在地的派出所,找管辖民警办理的,一半民警不会给办,所以需要说明情况,或者找找熟人);
  • Documents confirming enrollment at the University. The documents can be requested at the dean’s office: ask for “выписка из приказа” and “справка об обучении”;
  • Receipt confirming the payment of the state fee (payment details);
  • Registration, migration card;
  • Results of the mandatory medical examination and fingerprint registration.

! Documents in a foreign language must be attached to the application with a notarized translation into Russian.

 

After receiving RVPO, you must apply for registration at your place of residence within 7 working days (at Lermontova str., 110/8).
