Code
of ethics and official conduct of employees of the Federal State-Funded Educational Institution of Higher Education “Irkutsk State University”
1. General provisions
1.1. This Code is a set of general principles of professional work ethics and basic rules of conduct that should guide employees of the Federal State-Funded Educational Institution of Higher Education “Irkutsk State University” (hereinafter referred to as the University) in connection with performance of their official duties, regardless of their position.
1.2. The Code is developed in accordance with the provisions of the Constitution of the Russian Federation, the Labor Code of the Russian Federation, the Civil Code of the Russian Federation, Federal Law № 273-ФЗ dated as of 29.12.2012 “On Education in the Russian Federation”, Federal Law № 273-ФЗ dated as of 25.12.2008 “On Corruption Combating”, Decree of the President of the Russian Federation of 07.05.2012 № 597 “On measures to implement the State social policy and other regulatory legal acts of the Russian Federation”, the Charter, Collective Agreement and other local regulatory acts of the University and is based on generally recognized moral principles and norms of Russian society and state.
1.3. The Code establishes the basic moral and ethical norms and rules of conduct in the society specific for higher education employees, following which strengthens the reputation of the University, maintains its credibility and traditions.
1.4. The Code of ethics and official conduct defines the main norms of professional ethics that:
1.4.1. regulate relations between all participants of the educational process, as well as between University employees and the society;
1.4.2. protect human worth and dignity;
1.4.3. maintain the quality of professional activity of University employees and the honor of their profession;
1.4.4. create educational institution culture based on trust, responsibility and justice;
1.4.5. provide anti-corruption measures: corruption prevention, including the identification and subsequent elimination of the corruption causes.
1.5. This Code affects the University employees including persons working at the University under an employment contract and holding the teaching staff positions that belong to the academic staff, researchers, as well as positions of administrative and managerial, engineering and technical, auxiliary educational and other types of personnel according to the personnel scheduling chart approved in accordance with the established procedure, or hired to perform a specific type of work.
1.6. Persons employed at the University are obliged to get acquainted with the provisions of the Code and comply with them in the course of their professional activities.
1.7. The objectives of this Code are:
- establishment of ethical standards and rules of official conduct of University employees for the decent performance of their professional activities;
- assistance in strengthening the credibility of the University and its employees, the trust of students and citizens in the University staff;
- ensuring uniform standards of conduct for University employees.
The Code is designed to improve the efficiency of University employees' performance of their official duties.
1.8. University employees' knowledge and compliance with the provisions of the Code is one of the criteria for assessing the quality of their professional activity and labor discipline.
1.9. University employees’ compliance with the provisions of the Code is taken into account when conducting performance reviews, forming a personnel reserve for promotion to higher positions, as well as when imposing disciplinary penalties.
1.10. Violation of the provisions of the Code by University employees entails the imposition of sanctions provided for by the legislation of the Russian Federation.
2. Basic principles and rules of official conduct
2.1. The main principles of official conduct of University employees are legality, justice, respect for the rights and freedoms, honor and dignity of citizens, trustworthiness and professionalism.
2.2. University Employees, being aware of their responsibility to the Russian state and society, as well as to the University staff, are obliged to:
2.2.1. ensure effective work of the University to achieve educational, scientific, social, cultural, managerial and other goals defined by the University Charter;
2.2.2. proceed from the fact that recognition, observance and protection of human and civil rights and freedoms, satisfaction of their spiritual and other non-material needs in education, determine the main purpose and content of the University's activities;
2.2.3. carry out its activities within the limits of the powers granted by the employment contract, job description, other local legal acts of the University;
2.2.4. when performing official duties, do not give preference to any professional or social groups and organizations, be independent of the influence of individual citizens, professional or social groups and organizations;
2.2.5. exclude actions related to the influence of any personal, property (financial) or other interests that hinder the conscientious performance of their official duties;
2.2.6. remain neutral and impartial, thus excluding the possibility of influence on their activities of decisions of political parties and public associations;
2.2.7. comply with the norms of professional ethics, rules of official conduct and business-style clothing;
2.2.8. show correctness and attention in dealing with all participants of the educational process, citizens and officials;
2.2.9. show tolerance and respect for the customs and traditions of the peoples of Russia and other countries, take into account cultural and other aspects of various ethnic, social groups and confessions, promote international and inter-confessional understanding;
2.2.10. refrain from any behavior that might raise doubts about the employee's conscientious performance of their duties, as well as prevent and try to avoid conflict situations that could damage their reputation or the University's credibility;
2.2.11. not use the official position to influence the activities of organizations, structural subdivisions, officials, students, citizens and other employees of the University when solving personal issues;
2.2.12. refrain from making personal statements, judgments and assessments regarding the activities of the University, its head, other members of the labor collective, if this is not part of the employment duties of the employee;
2.2.13. respect the activities of the mass media representatives in informing the public about the work of the University, as well as assist in obtaining reliable information in accordance with the order established by the legislation of the Russian Federation;
2.2.14. constantly strive to ensure the most efficient resources management within the employee's area of responsibility.
2.3. In order to counter corruption, University employees must:
2.3.1. notify the University management of all cases of any persons approaching them and other University employees with the purpose of inducing them to commit corruption offenses;
2.3.2. counteract the acts of corruption and take measures to prevent it in accordance with the procedure established by the current legislation of the Russian Federation;
2.3.3. show honesty, impartiality and fairness while performing their duties, and not allow behavior that may be perceived by others as a promise or offer to give a bribe, as consent to accept a bribe, or as a request for a bribe, or as an opportunity to commit another corruption offense;
2.3.4. not receive remuneration from individuals and legal entities in connection with the performance of their employment duties (gifts, monetary remuneration, loans, material services, payment for entertainment, recreation, transport use, and other types of remuneration);
2.3.5. take measures to prevent the occurrence of conflicts of interest and resolve any cases of conflicts of interest that have arisen, prevent personal interests that lead or may lead to conflicts of interest while performing of their official duties, and notify their immediate superior about the arisen conflict of interest or about the possibility of its occurrence as soon as they become aware of it.
2.4. Employees of the University in their activities should not allow violation of laws and other regulatory legal acts, based on political, economic motivation or for other reasons.
2.5. When performing their official duties, University employees are required to declare that they have a personal interest that affects or may affect the proper performance of their employment duties.
2.6. Employees of the University may process and transmit sensitive information in compliance with the existing University norms and requirements, adopted in accordance with the legislation of the Russian Federation and the University Charter.
2.7. University employees must take appropriate measures to ensure the security and confidentiality of information that has become known to them in connection with their employment duties. They are responsible for the unauthorized disclosure of that information in accordance with the legislation of the Russian Federation.
2.8. University employees who have organizational and administrative powers in relation to other employees are obliged to:
2.8.1. be a model of professionalism and impeccable reputation for them, contribute to the formation of a favorable moral and psychological climate at the University and its structural subdivisions;
2.8.2. take measures to prevent corruption, as well as measures to ensure that their subordinates do not allow corruption-inducing behavior, and set an example of honesty, impartiality and fairness by their personal behavior;
2.8.3. prevent employees from being forced to participate in the activities of political parties, public associations and religious organizations;
2.8.4. take measures to prevent or resolve a conflict of interest if they become aware of employee’s personal interest that leads or may lead to a conflict of interest;
2.8.5. bear responsibility in accordance with the legislation of the Russian Federation for the commissions or omissions of their subordinates that violate ethics and rules of official conduct, if they have not taken appropriate measures to prevent such commissions or omissions.
3. Ethical rules of official conduct
3.1. Sources and principles of ethics of academic staff, norms of pedagogical ethics are established on the basis of the norms of culture, tradition, constitutional provisions and legislative acts of the Russian Federation.
In their official conduct, University employees should proceed from the constitutional provisions that a human, their rights and freedoms are the supreme value, every citizen has the right to privacy, personal and family secrets, protection of honor, dignity, and their reputation.
3.2. University employees are obliged to refrain from:
3.2.1. any kind of discriminatory statements and actions based on gender, age, race, nationality, language, citizenship, social, property or family status, political or religious preferences;
3.2.2. rudeness, exhibiting a derogatory tone, arrogance, biased comments, making wrongful, undeserved accusations;
3.2.3. threats, offensive language or slur, actions that hinder normal communication or provoke illegal behavior;
3.2.4. eating, smoking during work meetings, conversations, and other official communication with students, other employees and citizens.
3.3. All University employees serve to contribute by their official conduct to the establishment of work relationships and constructive cooperation with each other in the labor collective.
3.4. University employees should be polite, friendly, correct, attentive, and tolerant in dealing with students, citizens and colleagues.
3.5. The appearance of University employees in the performance of their official duties, depending on the working conditions, should promote a respectful attitude of citizens towards the University, as well as, if necessary, correspond to the standard business style, which is characterized by restraint, tradition and tidiness.
